तेलुगु पत्रकारिता में अनमोल रत्न 'पंदिरि मल्लिकार्जुनराव' - डॉ. ए.सी.वि.ऱामकुमार (अनुवादक)

तेलुगु पत्रकारिता में अनमोल रत्न 'पंदिरि मल्लिकार्जुनराव'

मैलापुर आर्ट्स अकदमी से आयोजित तेलुगु वादविवाद प्रतियोगिता के न्याय निर्णायक वाद-विवाद के बारे में और उसमें शामिलि विद्यार्थियों के बारे में बात करते आ रहे हैं। बात कर रहे उन दोनों में सफेद कुरता-पैजामा पहननेवाले व्यक्ति वहाँ की नजर पुरानी किताबों की दुकान पर पडी। तुरंत बातचीत को रोककर, साथ चलने व्यक्ति से उन्होंने कहा, मेरा साथ आइए, यहाँ पुरानी किताबें देखेंगे। किताबें छाँटे और जो पसंद हैं बिना पूछे पैसे देकर वापस आये। यही व्यक्ति है किन्नेरेश (किन्नेरा पत्रिका के सम्पादक) पंदिरि मल्लिकार्जुनराव और दूसरा व्यक्ति प्रमुख पारिवारिक पत्रिका ‘विजडम’ (आंग्रेजी-तेलुगु) के सम्पादक डॉ के.वि. गोविंदराव है। विविध पत्रिकाओं में प्रकाशित प्रचलित विषयों को फिर से ‘किन्नेरा’ पत्रिका में छापने केलिए पंदिरि मल्लिकार्जुनराव ने डॉ के.वि. गोविंदराव जी को दिखाया। इसमें कुछ विषय उसी समय पर चयन करके छापने की तैयारी की।



सबसे भिन्न, निर्माणात्मक रूप से काम करने की आदत बचपन से ही पंदिरि मल्लिकार्जुनराव की रही है। इसलिए राजमंर्डी में लकड़ी का व्यापार छोडकर चैन्नई आकर किन्नेरा पत्रिका चलायी। अप्पय दीक्षित के वचनों के अनुरूप आंध्रपन को भरपूर अपनाकर पिता वीरन्ना जी की अनुमति लेकर अलहाबाद गये। वहाँ आनंदभवन में मोतिलाल नेहुरू जी के आत्मीय बनकर अपना आशय पूरा किया। प्रिन्स ऑफ वेल्स आगमन को विरोध करके जेल भी गये। श्रीमति के. रामलक्ष्मी जी के शब्दों में कहना है कि उत्तर भारत में ऐसे सत्याग्रह में शामिल हो जेल की सझा भोगनेवाला पहला आंध्रावासी पंदिरि मल्लिकार्जुनराव ही है। (पंदिरि मल्लिकार्जुनराव पृ. 19) उनका स्वागत करने केलिए राजमंड्री रेलवे स्टेशन पहुँचनेवालों में श्री टंगुटूरि प्रकाशं जी भी एक है, यह इस बात का सबूत है कि पंदिरि मल्लिकार्जुनराव ने उत्तर भारत में तेलुगु की आभा कैसी फैलायी थी, कैसी महानता हासिल की थी। 



राजनीति में पहला कांग्रेस के साथ बाद में कम्यूनिस्ट कार्यकर्ता के रूप में काम करते ही हिन्दी प्रचार-प्रसार में काम किया। उसी समय में दुर्गाबाई देशमुख जैसे लोगों को हिन्दी सिखायी, सामाजिक कार्यक्रमों सक्रिय रहते हुए भी अपनी साहित्यानुभूति को बढायी। ‘प्रताप आज’ जैसे हिन्दी पत्रों के संवाददाता के रूप में रहते हिन्दी समाचार को तेलुगु में और तेलुगु समाचार को हिन्दी में अनुदित किये। श्रीपाद सुब्रम्णमशास्त्री जी के ‘प्रबुद्द आध्रा’ जैसे पत्रिका को हमारे साहित्य पठन एवं व्यक्तिगत आजादी की बुनियादी माना। (पंदिरि मल्लिकार्जुनराव पृ. 25) इसलिए ‘प्रबुद्द आध्रा’ पत्रिका बंद होने के बाद सन् 1927 में ‘सुभाषी’ नाम के पत्रिका का प्रकाशन आरंभ किया। प्रवेशांक में ही उस दिनों की आर्थिक, सामाजिक और धार्मिक परिस्थितियों उल्लेख कपते हुए पंदिरि मल्लिकार्जुनराव ने लिखा था, “ इस धर्म युद्ध में इस नव युग में सारस्वत, कला, इतिहास इन तीनों के प्रतीक के रूप तेलुगु ह्रदय की वाणी को प्रकट करना ही हमारा लक्ष्य है।“ (पंदिरि मल्लिकार्जुन राव, पृ. 62)



उस दिन की परिस्थितियों के कारण सात महीनों में ही सुभाषी मूक बन गई। पत्रिका को पुनःजीवित करने के मवोबल से कुछ दिन राजनीति, कला-सेवा को छोडकर उन्होंने पैसे कमाने की ओर ध्यान देकर उन्होंने ‘वीटो’ दर्द निवारक दवाई की खोज की। इस धंधे में भी नुकसान होने पर पुनः मद्रास लौटकर वहाँ रीटा हेयर आयल तैयारकर बेचना शुरू किया। आर्थिक उन्नति के बाद उन्होंने सन् 1948 में ‘किन्नेरा’ पत्रिका फिर से शुरू की।



तेलुगुभाषा, तिलुगु जाति, तेलुगु संस्कृति की यथोचित सेवा ही लक्ष्य बनकर अपनी किन्नरा को शुरू किया। किन्नेरा की विशेष्टता पर प्रकाश डालते हुए उन्होंने लिखा था, आंध्र की संस्कृतिक क्रांति केलिए प्रतिबद्ध पत्रिका है किन्नरा। इन प्रतिकूल परिस्थितियों के बीच हमारे समाज, जीवन और संस्कृति का पुनः निर्माण और जन-जीवन की समस्यओं का समाधान कैसे होना और इसे बतानेवाले ह्रदयंगम कहानियों, लेखों के माध्यम से ज्ञान और विनोद प्रदान करेगी, किन्नरा। कुछ दिन के बाद पाठकों की सुविधा केलिए पत्रिका का मूल्य (वार्षिक) छः रूपये से चार रूपये कम किया। पत्रिका के प्रत्येक अंक का मूल्य आठान्ना से चारान्ना कम किया। साधारणतः कोई भी पत्रिका के मूल्य कुछ समय के बाद बढ़ाया जाता है जबकि किन्नरा का मूल्य घटाया गया, पृष्ठ संख्या भी घटायी नहीं गयी। इससे स्पष्ट होता है कि किन्नेरा के माध्यम से कमाई करने का उनका आशय नहीं था। 



‘प्रबुद्ध आध्रा’ पत्रिका (श्रीपाद सुब्रमण्यशास्त्री) सन् 1934 में फिर से प्रकाशन शुरू हुआ। उस पत्रिका के उद्देशों ने मल्लिकार्जुनराव जी को प्रभावित किया। श्रीपाद सुब्रमण्यशास्री जी से मल्लिकार्जुनराव ने दो विषय सीखे। पहला पद्य-गीत रचनाओं को प्रधानता न प्रकाशित करना, दूसरा हिन्दी की महानता को न स्वीकर करने के संदर्भ में सूचना उन्होंने पत्रिका में छापी। प्रजाह्रदय के शीर्षक से संपादक के नाम प्रकाशित पाठकों के मुख्यतः दो पत्र उल्लेखनीय हैं। उसमें व्यंग्यपूर्वक लिखा गया था कि पद्य और गेय रचना को न छापकर रमणारेड्डी और नारायणरेड्डी जी को आलोचक बनाने की कोशिश तो न करे। अंक 53 में एलूरू से पाठक कृष्णाराव और काकिनाडा से चेब्रोलु सूर्यराव ने अपना मत व्यक्त किया। 



पाठकों की विनती से सुभाषि में पहले अंक में गेय रचना प्रकाशित की। किन्नेरा पत्रिका अंक 55 में गेय रचना को प्रकाशित की। वही ही दो कविताएँ अंक 79 में प्रकाशित की। 14-10-79 कविताओं में अंतरंगवेदना-तिरूनत्तियूर, ना कललु कविताओं को वर्णन किया। 




"ना तीयनि कललनि गालिलोन करिगि पोयाई,


ना बिड्डलु चेल्लाचेदरै-



नेनु नेडु एकाकिनी



ई जरावस्थलो एंडिन मोरडुवले,



हाहा! एमि ई विपर्यम"!



ऐसे ही देवुडु कविता में इस अंतिम अवस्था में मै सच्चाई जान ली...कहकर अपने आपको प्रश्न की। कालातीत कोई भी बदलना संभव है। गाँधीवाद से शुरू करके मार्क्सवाद तक यात्रा करके फिर मल्लिकार्जुनराव गाँधीवादी बना गये। गाँधीवाद न मानकर लेनिन के आदर्शों को अपनानेवाला मल्लिकार्जुनराव गाँधी जी के विषय में लिखने से सबको आश्चर्य लगा। इसके बारे में हिन्दी में कहते है कि ‘सुबह का भाला’ माने दिन में भटक जाने पर भी शाम वापस आएगा। हिन्दी सीखकर, हिन्दी प्रचार प्रसार करनेवाला मल्लिकार्जुनराव नागरी लिपि को न मानना पचने की विषय नहीं है। 52 जुलै मासिक में केंद्र सरकार द्वारा हैदराबाद उसमानिया विश्वविद्यालय को राजाभाषा हिन्दी विश्वविद्यालय में बदलने की कोशिस को इनकार किया। जनवरी, फरवरी अंक में इस विषय की चर्चा की। इस संदर्भ में विशाखपट्टणम् के के. सत्यनारायण ने लिखा कि तेलुगु राज्यभाषा रखकर हिन्दी को लागू करना उतना उचित नहीं होगा। ज्यादा लोगों की मान्यता है कि राजभाषा हिन्दी से ही फाइदा होगा। यही विषय से नाराज होकर नागरी लिपि के जगह रोमन लिपि को मान्यता दी। यही विषय माविकोंडा सत्यनारायणशास्री जी भी मान ली। 



व्यावहारिक भाषा पर मल्लिकार्जुनराव जी को निश्चित रूप है। ऐसे ही मद्रास विश्वविद्यालय में ग्राँधिक भाषा को मान्यता देना उनको पचा नहीं है। अपने सम्पादकीय में उन्होंने इसकी आलोचना की थी। यही विषय विद्याशाखा के मंत्री डॉ यम. वि. कृष्णाराव जी के सामने प्रस्तुत की। मंत्री जी भी व्यावहारिक भाषा के संदर्भ में इसकी मान्याता को सहमत कहा। भाषा के संदर्भ में शकट रेफ और अनुस्वर आज भी तमिलनाड्डु दशवीं और बारवीं पुस्तकों में दिखाई देता है।



कुछ विषयों में मल्लिकार्जुनराव अत्यत दुढ रहे है। आंध्रा राज्य के विषय में केंद्रसरकार के नेता नेह्ररू और मौलाना जैसे लोगों की राजनीत पर खडा खंडन की। केंद्र्मंत्री के रूप में आध्रा लोगों की मान्यता न देने पर बहुत विरोध किया। भरतीय सरकार ने मोहर को आयोजित करते समय दक्षिणादि कवियों को मान्यता न देने पर विरोध किया। चेन्नपट्टणम के हर गलि के नाम बदलते समय और आध्रा-रायलसीमा के नाम होनेवाले व्यवहार पर विरोध किया। ऐसे असंख्य अनसर है, जब मल्लिकार्जुन राव जी ने निर्भीक आलोचना का परिचय दिया। 



किन्नेरा पत्रिका मल्लिकार्जुनराव जी को कुछ जोश दिखाया। अंक 53 में खुद आपने ही अपने लिए एक पत्र लिखा। काशी के शिवमंदिर के बारे में लिखा कि मोगल साम्राट औरंगजेबने सन् 1707 में विश्वनाथ मंदिर को नाश की और उस पर मसीद का निर्माण किया। आज भी लाखों हिन्दू लोग विश्वनाथ का दर्शन करने आते है। इस विषय पर सबने मल्लिकार्जुनराव जी को विश्वहिन्दू कार्यकर्ता समझा और आरोप किया। मल्लिकार्जुनराव जी अनेक विमर्श एवं समीक्षाएँ लिखी। 



किन्नेरा अंक 17 में लगभग 30 पत्रिकाओं का नाम दिया उसमें केवल दो ही जिंदा बचा वही कृष्णपत्रिका और आध्रप्रभा। पुस्तक समीक्षा में हिन्दी और अंग्रेजी भाषा में देख सकते है। काव्यों के संदर्भ में गुजराती और बंगाली भाषा पुस्तक देख सकते है। लेकिन तेलुगु पत्रिका आज मुरदा हो गई। 



बी.यस.सी और पी.हेच.डी को अलग अलग लिखकर बहुत नया प्रयोग किन्नेरा पत्रिका में किया। ऐसी ही अंक 50 में अनुवाद को मान्यता न दी। फिर भी संस्कृत, हिन्दी, बंगाली, महाराष्टा, कन्नडा, उर्दू, आंग्रेजी आदि भाषाओं के साहित्य के अनुवादों को तेलुगुजाति लोगों केलिए मान्यता दी। मल्लिकार्जुनराव नास्तिकता भावों से गुजरे लेकिन देवुड्डु नाम से सन् 3-5-1981 कविता की। उन्हों ने कहते है कि 
“ ई गोडवंता मनकेंदुकू चच्चेटपुडु संध्या मंत्र जैसे..


“नी तुदि कालंलोने निजं कनुगोनेदी



कादा – नेडे मेलुको/नेडे कळु तेरूवु



तेजस्वी चुडु – पुरोगमिच्चु



मानवत्व दिसन



मानवता दिशकु”



अपना मंतव्य बदलकर मल्लिकार्जुनराव कुछ समय जैसे प्रश्न करते है और आश्चर्य में डुबा लेते है। फिर भी तेलुगु पत्रिका के दुनिया में मल्लिकार्जुनराव जी सच में ‘तेलुगु पत्रकारिता में अनमोल रत्न’ है। तेलुगु भाषिक चेतना, पत्रकारिता के माध्यम से फैलाने, मानवीय मूल्यों की प्रतिष्ठा के लिए मल्लिकार्जुन राव के प्रयासों को हमें सदा स्मरण करना चाहिए।

In this story “BIG BROTHER”, we enter the CHILDREN’S world, especially  the relationship between brothers. Here is an elder brother, who finds it innately difficult to study, mainly because he has developed a deep-rooted fear and awe of the subjects of study. He is not inherently free and that is why his brain does not function. Yet he cannot accept that. He has that inner need to justify his lack and position himself as superior. He does that by subtle bullying and exploitation of his younger, lively, fearless brother.
The story is gently ironic, and you can see how the simple story speaks volumes which, if one attempted to write as essays, would maybe fill a library.
Here is the role of fear, comparison, innocence and its link to studies, the mistaken belief that studies make you superior. Here is also a foretelling of the future with such attitudes. The bully in childhood becomes a conformist and the innocent becomes a fresh spring and talented in later life.
There is also the need to be happy to grow up without fear, and the stress of “proving oneself”. There is also the link between intelligence and innocence and fearlessness.  
The genius of Premchand lies in stating, or rather understating, the facts so simply, almost heartbreakingly, that the message of the need to have happy attitudes and not being a slave to “studies”, CRIES out to be heard.
It cries out mainly because the message is inherent in the facts of the story. The story yet again in Premchand’s  masterful hand becomes a microcosm of a life, and the whole life of happiness and sorrow, playfulness and seriousness, awe of studies to innocence towards it, the subtle conformism and bullying comes out.  
But Premchand is gentle all the way. Finally, the boys are together, and the very innocence of the younger one heals the elder one’s inner pain, and the bully becomes gentle at the end!!
Here is Premchand’s  gentle celebration of the innocence and gentle criticism of the hypocritical, superficial bullying. Here Premchand shows that the “bad” is actually nothing, a small mind trying to cover up and losing.  An innocent mind, by contrast is free, happy and even forgiving without thought!!
Here is a moral and message but silently pierced into our brains- a showing of  society’s hypocritical cover ups, the soul’s need to justify mediocrity rooted in fear, and the power and joy of innocence!!
The message is also applicable to the adult world, and in fact very ironically. This is the same bullying that happens with other variations where the weak tries to be strong because it is weak, self- doubtful and fearful.
This story has got a sharp satire of the hollowness of rationalizing evil and cruelty. Yet the human side is never missed, and no hate results. One wonders at how well Premchand’s integration comes out with both the human elements and the sharp satirical elements contrasted.
Premchand is not screaming here or shouting. He is not even preaching. He is simply presenting facts, and gently urging us all to- SEE!!
This story illustrates the genius and the power inherent in great literature to “cure” evils and Premchand’s unique and brilliant style of expressing profound truths through understatement.

Climate change is considered to be one of the most serious threats to sustainable development, with adverse impacts on the environment, human health, food security, economic activity, natural resources and physical infrastructure. Global climate varies naturally. According to the Inter-governmental Panel on Climate Change (IPCC), the effects of climate change have already been observed, and scientific findings indicate that precautionary and prompt action is necessary. Vulnerability to climate change is not just a function of geography or dependence on natural resources; it also has social, economic and political dimensions which influence how climate change affects different groups. Poor people rarely have insurance to cover loss of property due to natural calamities i.e. drought, floods, super cyclones etc.
The poor communities are already struggling to cope with the existing challenges of poverty and climate variability and climate change could push many beyond their ability to cope or even survive. It is vital that these communities are helped to adapt to the changing dynamics of nature. Adaptation is a process through which societies make themselves better able to cope with an uncertain future. Adapting to climate change entails taking the right measures to reduce the negative effects of climate change (or exploit the positive ones) by making the appropriate adjustments and changes. These range from technological options such as increased sea defences or flood - proof houses on stilts to behavioural change at the individual level, such as reducing water use in times of drought. Other strategies include early warning systems for extreme events, better water management, improved risk management, various insurance options and biodiversity conservation. Because of the speed at which climate change is happening due to global temperature rise, it is urgent that the vulnerability of developing countries to climate change is reduced and their capacity to adapt is increased and national adaptation plans are implemented. Adapting to climate change will entail adjustments and changes at every level from community to national and international. Communities must build their resilience, including adopting appropriate technologies while making the most of traditional knowledge, and diversifying their livelihoods to cope with current and future climate stress. Local coping strategies and knowledge need to be used in synergy with government and local interventions. The need of adaptation interventions depends on national circumstances. There is a large body of knowledge and experience within local communities on coping with climatic variability and extreme weather events. Local communities have always aimed to adapt to variations in their climate. To do so, they have made preparations based on their resources and their knowledge accumulated through experience of past weather patterns. This includes times when they have also been forced to react to and recover from extreme events, such as floods, drought and hurricanes. Local coping strategies are an important element of planning for adaptation. Climate change is leading communities to experience climatic extremes more frequently, as well as new climate conditions and extremes. Traditional knowledge can help to provide efficient, appropriate and time - tested ways of advising and enabling adaptation to climate change in communities who are feeling the effects of climate changes due to global warming.
